At the Federal Employee Benefits Education Agency (FEBEA) and Federal Educators of America (FedEdAm), we are committed to empowering federal employees with the knowledge and financial tools they need to secure their future. Through education, counseling, and financial planning, we help federal employees navigate their benefits and retirement options with confidence.
Who We Are
Both FEBEA and FedEdAm provide federal benefits counseling and financial services as federal contractors in Huntsville, AL. While both organizations share a mission of financial education and retirement planning, they serve distinct roles:
- FEBEA (Federal Employee Benefits Education Agency, LLC) – A Service-Disabled Veteran-Owned Small Business (SDVOSB)
- FedEdAm (Federal Educators of America, LLC) – A Woman-Owned Small Business (WOSB)
By operating under both certifications, we maximize opportunities to serve federal employees while providing specialized, expert guidance on federal benefits, retirement planning, and financial literacy.
Our Legacy
FEBEA was founded in 2002 by Chip Hollingsworth, who recognized the need for comprehensive education on federal benefits. His research, aligned with legislative efforts such as the Savings Are Vital to Everyone’s Retirement Act of 1997 and the Financial Literacy and Education Commission (2003), laid the foundation for FEBEA’s commitment to financial literacy.
After earning his designation as a Federal Employee Benefits Consultant (FEBC), Chip worked closely with government leaders to develop a structured approach to assisting federal employees. He retired in 2019 but remains in contact with the organization.
Our Leadership
Justin V. Cole – President, FEBEA
Justin V. Cole assumed leadership of FEBEA in 2025, bringing with him over 26 years of service in the U.S. Army and Army Reserves, where he continues to serve as a Colonel in Military Intelligence. With expertise in intelligence operations, cybersecurity, and risk mitigation, Justin applies an analytical approach to financial planning for federal employees.
As a Federal Retirement Consultant (FRC) and licensed Life and Health Insurance professional in Alabama, Justin is passionate about educating federal employees on securing their retirement. He is also the author of Federal Benefits for a Lifetime of Security, an e-book designed to help federal employees make informed financial decisions.
L. Kathryn (Kathy) Hollingsworth – Owner, FedEdAm
Kathy Hollingsworth leads Federal Educators of America (FedEdAm, LLC) as a Certified Financial Fiduciary (CFF) and Federal Retirement Consultant (FRC). With over 20 years of experience in financial services, she helps federal employees and private-sector professionals navigate their benefits, investments, and retirement planning.
As an Investment Advisor Representative (IAR), Kathy has worked extensively with federal employees from agencies such as:

Her career began in community service at the Montgomery Area Council on Aging, where she was recognized by Governor Bob Riley for her contributions. A graduate of Birmingham-Southern College, Kathy enjoys spending time with her husband, daughter, grandchild, and dogs, Sassy and Sally.
